Inspector/Utility Service Worker II

Position Purpose:
This position is responsible for ensuring that the District’s water and sewer installations and associated project
components meet the contractual requirements, specifications, standards of the District and other
jurisdictional authorities. This position inspects all types of projects including minor (small works) capital
projects, emergency work, inter-local agreements, developer extensions, and side sewer installations. This
position is also responsible for repair, maintenance, installation, and adjustment of the District’s water
distribution system, sewage collection system, plants, and reservoirs. This position performs varied manual
work and operates heavy and specialized equipment to maintain and/or repair water distribution and
wastewater collection systems. This position requires moderate supervision.
Essential Job Functions:

Inspector:
- Inspects developer extension side sewer installations, minor capital improvement projects such as small
works and interlocal agreement projects; ensures standards are met; enforces regulations, District code, and
resolutions. - Ensures that contractors and developers working on water/sewer improvements comply with District
standards, contract documents, and regulatory requirements including traffic control, erosion control and
restoration. - Interprets and explains standards, regulations, plans and specifications.
- Observes tests and inspects water/sewer installations to ensure compliance with standards and contract
specifications. - Communicates and coordinates construction activities with contractors, developers, property owners and
other team participants involved in the project. - Communicates and coordinates with other utilities and regulatory agencies of the county, city, and state
regarding permit requirements. - Reports on inspection activities.
- Uses several different types of software to perform tasks such as electronic plan review, recording field changes, time keeping, communications, and documentation.
- Recommends in-field changes to plans as required; documents plan and/or specification changes made in the
field; recommends change orders to construction contracts, and alternative construction methods and/or
materials as conditions warrant. - Recommends approval and acceptance of completed projects when all construction, contractual, and
regulatory requirements are met. Calculates completion guarantee and performance bond amounts and
recommends bond releases. Itemizes requirements for approval of interim system operation. - Conducts and coordinates preconstruction meetings with contractors, jurisdictional representatives, District
staff, and developers. - Coordinates and acts as the liaison for the District for other jurisdictional inspectors during joint projects.
- Assists in the review of contractor submittals for conformance with contract specifications and drawings.
- Measures, calculates, and approves contractual quantities in compliance with measurement and payment
specifications on capital projects. - Researches new construction materials and proposes updates to District standards.
- Performs all other duties as required or assigned.
Utility Service Worker II:
- Installs, services, maintains and repairs the District’s water and sewer facilities, including water and sewer
line leaks and lift and pump stations. Flushes water systems. Installs valves, sets meters, services, installs,
and repairs hydrants, and taps water and sewer mains for new connections and cut-ins for new water
mainline construction. Repairs curbs and sidewalks, roadways and other District-owned facilities and
property. Locates other utilities for job completion. Restores work area to original condition. - Responds to on-site inquiries and effectively communicates with property owners and contractors
regarding work being performed and the impact work may have on their property. Performs accurate
pressure checks. Calculates water volumes, velocities, and distances. Maintains reservoir levels. Locates
utility lines and performs landscape maintenance. - Locates and reads meters and records water meter activity, and notes any changes in consumption.
Locates meter or meter malfunctions. Raises meters and replaces boxes if needed. Performs meter lock
off, shut off, and customer notification assignments. - Operates, services, and maintains a variety of heavy equipment and small equipment and tools used to
repair water and sewer facilities. - Monitors operation and performs routine inspections and maintenance of lift stations, manholes, water
and sewer lines, valves, hydrants, and repairs, as necessary. - Performs locates for water and sewer utilities.
- Assists with inspections and testing of all pumps, motor controls, meters, pumps, programmable
controllers, and generators to ensure proper operation of equipment systems. - Accurately completes work orders according to time and materials specifications and works with
supervisory personnel to perform final inspections of projects. - Responsible for safe working conditions of job sites including set up of barricades, warning signs, and
other public safety devices and traffic control. Responsible for following all State, Federal, and District
safety regulations. - Performs general maintenance around water storage tanks including the inspection, reservoir cleaning,
and PRV maintenance. - Performs “on-call” duty to resolve and/or respond after normal business hours and remains within a 35-
minute travel time to the District’s boundaries. - Maintains grounds and facilities.
- Provides backup and guidance to the Utility Service Worker and Water Quality Worker.
- Performs other duties as required or assigned.
Minimum Qualifications:
Knowledge of:
- Practices, principles, procedures, regulations, and techniques relating to water distribution operations and
water quality. - Standards, regulations, and specifications regarding the installation and inspection of water and sewer
systems, including American Water Works Association (AWWA) and UPC, construction techniques,
equipment use and reporting requirements. - Construction standards of related jurisdictional agencies including City, County, State, Dept of Health, and
Dept of Ecology. - Erosion Control Practices, basic soil types and trench and roadway restoration.
- Occupational hazards and safety precautions applicable to all phases of work performed in the District,
including but not limited to OSHA/WISHA standards and safety issues, and District safety rules,
regulations, procedures, and practices. Job site safety practices, regulations, and traffic control. - Methods of measurement and payment on minor capital project contracts.
- Restoration materials and techniques including asphalt, concrete and landscaping.
- Requirements and procedures associated with granting acceptances and approvals.
- Mathematics, geometry, i.e., slope calculation.
- Surveying and locating techniques.
- Premise Isolation/Cross Connection/Pretreatment Controls.
- Electronic map use such as Geographic Information Systems (GIS).
- Practices, procedures, and equipment used in District installation and maintenance activities.
- Have knowledge of safety requirements of electricity and electrically charged equipment.
- Have knowledge and experience with automatic control valves.
- Water and Sewer construction standards.
- District’s Purchasing and Contracting Policy Manual and Procedures.
- Computer and applicable software related to job duties with understanding of Microsoft Office Suite to
complete tasks. - Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general
public, etc., sufficient to exchange or convey information and to receive work direction. - Customer service techniques, standards, public records, and protocols.
Skill in:
- Inspection of water and sewer installations for conformity to engineering specifications including air tests,
television inspections, water pressure tests and purity testing. - Analyzing and resolving on-site construction problems encountered in water and sewer installations within
scope of authority. - Proactive solution-based problem solving.
- Operating heavy equipment such as backhoe, dump truck and front-end loader, boring machines,
jackhammers, tapping machine, compactors, pumps, cut-off saws and hand and power tools. - District Standards and procedures.
- Performing accurate mathematic calculations.
- Understanding, interpreting and explaining construction contracts and engineering design plans and
specifications. - Reading and interpreting specifications, construction drawings, and maps.
- Testing and operating electronic equipment.
- Repairing and rebuilding pumps, motors, meters, valves and other equipment related to water operations.
- Performing manual labor under uncomfortable conditions for extended periods of time.
- Following oral and written instructions.
- Working in confined spaces for long periods of time.
- Electrical, telemetric (SCADA) and mechanical equipment and methods of calibration.
- Using a variety of equipment such as programmable controllers, calibration and testing equipment, flow

Experience/Education:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills
and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:
Experience: At least five years of experience as a water sewer service worker in a water or sewer district or
utility maintenance and installation operations in the construction industry or equivalent and or three years of
inspecting construction projects or working on public works construction projects.
Education: High School Diploma or General Equivalency Diploma (GED)
Licenses and Certifications:
Possesses and maintains:
- Valid Washington State Driver’s License with a driving record acceptable to the District and its Insurance carrier
- Commercial Driver’s License Class A, with Air brakes (CDL A)
- Water Distribution Manager 1 from the State of Washington Department of Health
- Cross Connection Specialist Certification
- FEMA – IS-700.b Introduction to the National Incident Management System; IS-100.c Introduction to
Incident Command System
Possesses or ability to acquire and maintain:
- Asbestos/Cement Pipe Certification, within six months.
- First Aid / CPR card, within six months.
- Washington State Traffic Control Certification, within six months.
- FEMA –IS-200.c Basic Incident Command System for initial Response; IS-2200 Basic Emergency
Operations Center Functions, within two years.
Work Environment:
Duties are performed in the office and in the field. Occasional night work and weekend work. In the field, duties
may be performed with exposure to extreme weather conditions for extended periods of time, confined
spaces, automobile traffic and various tools and equipment. Work involves exposure to live sewer systems,
human waste, paraphernalia, gases, fumes, loud noise, chemicals and pesticides. May be exposed to upset
or agitated customers. Subject to 24-hour call-out for emergencies, computer/telemetry problem, outages,
etc.
Physical Requirements:
This job regularly requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing,
walking, sitting, pushing, pulling, lifting, finger dexterity, grasping, talking, feeling, hearing, seeing, repetitive
motions and driving. Ability to safely transverse uneven ground and around obstacles on project sites.
Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or up to 50 pounds of force
frequently lifting, carrying, pushing or pulling, and/or up to 20 pounds of force constantly to move objects.
This position must meet the Department of Transportation physical requirements to operate a Commercial
Vehicle.
