What You'll Do: 

The Adjutant General's Department is looking for an experienced, Sourcing Supervisor who:

  • Directs contracting based purchasing activities for Adjutant General’s Department Quartermaster General’s Office (i.e., oversees statewide purchasing, contracting and management of approximately nine Sourcing Analysts for state and federally funded construction and operations projects, professional architect/engineer agreements and contracts)
  • Drafts, reviews and recommends for approval all agency issued contracts for goods and services; assists branch chief and other division management in the lawful contracting for and procurement of necessary goods and services
  • Determines and allocates resources and assists in budget planning
  • Determines and evaluates testing and/or pilot program/projects
  • Interviews stakeholders to determine needs and expectations and maintains regular contact with stakeholders to market product or service and obtain feedback
  • Oversees implementation schedule, manages the workflow of procurement documents: selects appropriate processes, defines scope/material/product, establishes selection criteria, coordinates review of proposals, conducts bidder conferences, directs evaluation of bid/proposals, recommends bid/proposal selection, represents agency/project to controlling board, executes valid contract, manages request for proposal, quote and information and invitation to bid
  • Addresses any problems found in testing/piloting
  • Ensures scheduled time frames are met
  • Provides regular progress reports
  • Coordinates project stakeholders on internal and external projects
  • Determines if changes need to be made for optimum service delivery
  • Attends meetings for: State Controlling Board, Agency Purchasing Officer (APO) and Ohio Facilities Construction Commission (OFCC)
  • Attend training and workshops
  • Supervises/directs assigned professional, technical and/or administrative/clerical staff
  • Coordinates & assists with development of agency’s purchasing & contracting procedures (e.g., regulations for procurement of supplies, material & services; credit card procedures, automated purchase order, etc.) & implements changes required by DAS directives or Ohio Revised Code requirements
  • Serves as liaison with vendors, other state agencies, and agency program staff to ensure adherence and resolve issues or disputes relative to specifications, contract provisions, and statutory regulations
  • Develops & prepare purchasing & contracting annual reports, directives & processes (e.g., MBE & EDGE plan, IACP testing & reporting, participates in Ohio MBE Trade Fair, etc.)
  • Oversees evaluation of bids & makes awards in respect to lowest responsive & responsible bid
  • Prepares Waiver of Competitive Bid Controlling Board requests
  • Assists branch chief in executing duties of agency purchasing officer and in compliance with MBE and EDGE requirements
  • Maintains liaison with commercial sources & government agencies for exchange of information on current developments in market trends (e.g., new supply sources, new product lines, etc.)
  • Conducts interview with sales representatives apprising them of the legal requirements in state procurement activities & instructs in approved methods of bid presentation

Deferred Compensation 

Pay Information

This position is in the State of Ohio’s Exempt Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $35.74 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression

Qualifications:

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications. The ideal candidate, at minimum, must meet one of the following options:

Option 1

  • 54 mos. exp. or 54 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance. 

Option 2

  • Completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field
  • 30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.

Option 3

  • Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field
  • 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing. 

Option 4

  • 24 mos. exp. as Senior Sourcing Analyst, 64513.

Option 5

  • 12 mos. exp. as Sourcing Planner, 64514. 

Option 6

  • Equivalent of Minimum Class Qualifications for Employment noted above.
