Minimum Qualifications: This position requires that the candidate have a bachelor’s degree in civil engineering, be licensed as a Professional Civil Engineer in the State of Utah, have 10 years of progressively responsible work experience, can manage a department, must have a valid driver’s license, and pass an applicable background check.

Preferred Qualifications: Master’s degree in civil engineering with 15+ years of progressive experience including department manager, familiar with Utah Land use code, experience reviewing large-scale developments in mountainous terrain, computer literate with GIS, CAD, municipal services, stormwater, and transportation modeling software. Current certified floodplain manager (CFM) and experience with the Utah MS4 program.

Job Summary: Hideout has used contract engineering firms with an in-house engineering coordinator for many years to provide engineering services. This position will serve as the Engineering Coordinator as well as the City Engineer. It is anticipated that the new City Engineer’s duties will include code amendments to the engineering code sections to transition gradually from the coordinator role to an in-house engineering department taking on new roles and additional responsibilities. As such the ideal candidate will have several years of experience as a city engineer, or similar role, as well as a good working understanding of the State of Utah land use regulations, county development codes, and a working relationship with neighboring cities and their engineering departments. The ideal candidate will also have an extensive background working with municipal services including water, sewer, and stormwater management programs, flood control, and transportation planning and design as well as large-scale development experience in mountainous terrain.

MINIMUM QUALIFICATIONS: • Bachelor’s degree in civil engineering from an ABET-accredited institution. • Registration as a professional civil or structural engineer with a license to practice in the State of Utah • Minimum of ten (10) years of professional work experience in municipal land use, Typical municipal infrastructure including road maintenance, water, sewer, and stormwater systems, transportation engineering and development, and technical and administrative responsibilities. • Must possess a valid driver's license and have an acceptable driving record. • Must be able to pass a standard background check.

Essential Functions: • Takes direction from the Mayor, Town Administrator, Legal, and Planning Departments and organizes the requested work. • Plans, organizes, controls, integrates, provides oversight, and evaluates the work of the Engineering staff and consultants. • Takes the lead in identifying engineering deficiencies and brings solutions to the Town Leadership for evaluation, funding, and execution. • Oversees, engineering design and review, municipal infrastructure, stormwater design and water quality, traffic design, development reviews and construction inspections, and acceptance of new developments. • Works collaboratively with Public Works, Planning, Health Department, Legal, Fire, and other city and county departments as needed to refine and review permitting and inspection processes while ensuring compliance with necessary codes. • Attends City coordination and regional planning meetings including coordination with state and federal agencies as required. • Ensures local, state, and federal regulatory compliance; stays abreast of proposed Planning Commission, and City Council and attends public meetings as needed; interprets and updates local codes, policies, and procedures, designs and submittal criteria, and applicable standards. • Leads, motivates, and manages department staff to foster a healthy and successful workforce; participates in recommending the appointment of personnel. • Establishes long and short-term goals for the department; sets and communicates department priorities. • Directs, oversees, and participates in the development of the division work plan Assigns work activities, projects, and programs; implements policies and procedures; reviews and evaluates work products, methods, and procedures; and monitors work program activities to achieve department/division mission, goals, and performance measures against the division budget. • Oversees development and implementation of standardized value engineering process during the execution of major City public works projects and recommends methods to be adopted for the construction, improvement, repair, and maintenance of roads and bridges. • Attends public and inter-jurisdictional meetings and represents the department and City. Interprets division and department policies; presents reports and recommendations to foster community participation. • Performs department/division project and program planning, scheduling, resource allocation, and control; and performs design review and engineering studies. • Other duties as may arise.

Knowledge, Skills, and Abilities: • Principles, practices, and procedures of civil, stormwater, flood control, transportation, water and sewer systems and traffic engineering. • Principles and practices of general fiscal management, including budget preparation and administration. • Principles and practices of supervision, personnel development, and management • Interrelations between land use, transportation planning and design, public infrastructure, stormwater and flood control design and construction • Program and project management techniques. • Pertinent federal, state, and local laws, codes, and regulations; and Legislative process. • Knowledge of current Hideout Land Use Code and procedures as well as Wasatch Back regional initiatives and other statewide matters that affect land use and sound engineering policy. • Clear and concise written and verbal communication • Knowledge of unique aspects of developing in mountainous terrain • Knowledge of Utah state MS4 program and trends. • Knowledge of stormwater design and flood control methodologies and modeling • Develop working relationships with surrounding cities and towns as well as UDOT, special service districts, forest service, state parks, and other critical City partners. • Use logic and reason to identify strengths and weaknesses of alternative solutions or approaches to problems. • Consider the relative costs and benefits of potential solutions to problems or issues and choose the most appropriate one. • Use independent judgment and problem-solving ability to create and implement new solutions not previously applied to issues. • Planned, organize, and administer the activities to execute solutions to various nonstandard situations. • Supervise, train, evaluate, monitor, and assess the performance of assigned staff and make improvements or take corrective action. • Present special reports to and interact with the City Planning Commission, City Council, City committees, and other agencies. • Collaborate with other managers and other staff members to implement policies, goals, procedures, and initiatives. • Ability to be diplomatic with the public and developers. • Provide leadership and direction within a diverse, team-oriented work environment. • Understand, interpret, explain, and apply City policy and procedures governing assigned areas of responsibility. • Evaluate technical engineering, economic, and land use information. • Interpret and apply federal, state, and local laws, codes, and regulations. • Identify and respond to public and elected officials’ issues and concerns. • Make oral presentations of technical information to the public and government officials. • Communicate effectively both orally and in writing to convey information to various community groups, and elected, and appointed officials. • Utilize a developed network of professionals as well as draw on the abilities of staff; and gain cooperation through discussion and negotiation. • Establish and maintain effective, collaborative, cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and/or vendors which also include other governmental officials and business representatives.

Physical Demands: Typically sit at a desk or table, attend meetings, zoom calls, and phone calls. Ability to perform site visits, inspections, and code enforcement, including standing, walking, navigating construction sites, and traversing steep and unstable ground. Ability to lift, carry, push, and pull heavy objects, regularly drive a motor vehicle on the road, in the snow, and safely on active construction sites. Needs to be able to work safely near open travel lanes for surveys and inspections.

Working conditions: The majority of work is performed in the office, or office-like environment. Work will also be performed in a vehicle or outdoors in inclement weather. Inspection work may expose the incumbent to possible bodily injury, inclement weather, dusty conditions, and other health hazards.
