Job Summary

Manage and supervise the VA certification unit and the certification process for military benefits, ensuring accurate and timely submission to the Department of Veterans Affairs (VA). Advise student Veterans, their families and dependents of their rights under military service benefits acts and other relevant legislation. Serve as lead School Certifying Official ( SCO); maintain compliance with state and federal regulations governing the application of military-connected education benefits. Serves as University liaison; provides accurate information to student veterans, dependents, and university and VA officials. Facilitates collaborative relationships with departments campus wide to ensure quality of service and compliance with the U.S. Department of Veterans Affairs. Hires, trains, and supervises one or more direct reports, ensuring team members' competency and effectiveness.

Responsibilities
  • Serve as the Registrar's Office School Certifying Official (SCO) for VA enrollment and reporting requirements and regulations. Works directly with Veteran Affairs counselors, attends VA mandated trainings and conferences and keeps abreast of changing rules and legislation requirements. Ensures all Principles of Excellence VA requirements are met for VA benefit eligible students. Must be a designated Department of Veterans Affairs (VA) School Certifying Official (SCO) or pass the necessary training to be designated a VA SCO within 30 business days of hire.
  • Operational oversight and staff supervision to ensure staff are properly trained and providing accurate information to students. Analyze student concerns, suggestions and complaints and provide appropriate response. Certify enrollment through Enrollment Manager. Keep VA informed of veteran enrollment status. Remain current on matters pertaining to VA rules, benefits, and additions to SCO handbook
  • Implementation and compliance of policies and procedures: run multiple audits throughout each semester to ensure accuracy and to determine if the University is compliant with all VA policies. Serve as lead on all audits, including but not limited to VA audits. Monitor and adjust activities to support emerging, continuing to maintain and evolve compliance program. Maintain files for veterans for Department of Veterans Affairs (DVA) and Higher Education Commission required compliance audits.
  • Calculate relevant tuition and fees, track monies paid to the University by VA education benefits, maintain records and create reports: including veteran graduation rates, veterans enrolled each semester, grade reports and compliance surveys. Research, respond and resolve all VA related issues.
  • Subject matter expert regarding Veteran's education benefits: Liaison with the Veterans Administration and various University departments including: Veteran Support Center, Admissions, Financial Aid, Academic Advising, Income Accounting, etc. Serve as a resource for students and departments. Troubleshoot problems with registration, fees, student records, grades, and academic standing.
  • Review and develop departmental systems and strategies to maintain accuracy project increases in enrollment and streamline workflow for increased productivity. Update systems and processes to handle changes in the laws and regulations of how and what we are required to report to the Veterans Administration.
Minimum Qualifications

Bachelor's degree in a related area or equivalency (one year of education can be substituted for two years of related work experience).

Four to six years of progressively more responsible management experience. Background knowledge of hiring department's area of specialization in order to analyze, plan and draw conclusions for recommendations to superiors. Demonstrated leadership skills in planning and directing employees and processes in order to effectively monitor and develop subordinates and to ensure the smooth operation of department.

Master's degree in a related area may be preferred.
